Honestly yes. Trump was much more amenable to lifting lockdowns because it was something his constituents were pressuring him on.

Probably one of the best things about Trump was that he was responsive to his voters. Even if he took the wrong initial step, when he got hit with actual pressure, he'd normally re-orient.
