What a weak excuse. As if those local jurisdictions are in any way independent. Sweden and the UK are vassals. And by your standard, if Garland agrees to extradite Trump, the UK could indict him in London.
So the way extradition works, I'll say again, is the arresting country has to consent. Canada arrested that top CCP lady from huawei or something and then never actually extradited her.

It wouldn't be up to Garland, it would be up to Garland + the President + a district court judge + the court of appeals + the supreme court. If ALL of them agreed to extradite Trump, then yes, that's what would happen.
