I actually saw a car in front of me the other day with NO license plate. They probably had a paper tag that fell off. I took a picture because it amused me, but it never even occurred to me to report it to someone or some agency. What kind of person thinks that way?
My favorite was a guy who had a block of wood where the plate should be, and had written on it in marker, “LOST PLATE” followed by a state abbreviation and the alleged plate number. We passed the guy while he was stopped by police on the highway so I guess they didn’t go for that sort of thing.
Depends, if it's a foreigner looking fella I will report them because there is a 100% chance he is either driving a stolen car or untaxed and uninspected.

The tag is probably a used car dealer tag. And yeah a lot of people never follow through on registration. I've always gotten caught the couple of times I did it in my youth, though, so I always keep my tags straight now.

I live in a pretty solidly red state and I see cars with no tags about once a week. I guess the cops here just don't care.
