Homeless that don't do drugs are generally temporary homeless and stay in shelters. There does not exist a single homeless that stays in an encampment that doesn't do drugs. That's the entire reason that someone would stay in an encampment because the shelters don't allow drugs.

Pretty damn near it. Some are homeless and don't do drugs, but that's rare.
