Starship Troopers didn't actually require the service to be dangerous as I recall. There were a lot of safe options. The point was that it required the citizen to actually make a meaningful contribution to society before they could have any say in guiding it.
Isn't the hands-on experience they very often receive early in their development specifically a large part of the problem, in the first place?

We already have training for voting. It is public school. Which now also features some training on how to have gay sex safely.
Constitutional carry laws have been wildly successful and consistent with no raise in accidental discharge, deaths, or shootings. Which ironically enough, can not be said for gun restrictions or no carry zones.
Are you also concerned about table saws and other dangerous power tools being openly sold, without restriction, at your local hardware store?
