I think the whole free speech thing was a promotional tool and nothing more, you see it often with tech startups and other companies. They grift pretending they care about muh free speech, then the second they get traction and media coverage they immediately stab the people who believed in them in the back. Not really. That change allowed the state department to air news broadcasts within US borders, whereas previously they could only be aired overseas.
