When did this start? When the Smith-Mundt Modernization Act under Obama made it legal to use weapons grade propaganda on US citizens. That's also when ID politics replaced Occupy Wall Street.

Not really. That change allowed the state department to air news broadcasts within US borders, whereas previously they could only be aired overseas.

It had nothing to do with private media companies.
