Its funny how language immersion is well known as the fastest way to pick up a language but they somehow don't want to apply it to Spanish speakers.
EDIT: My wife used to be a math teacher in Texas before she quit because it's a shitty job. She was telling how she had a pair of students fresh off the boat from Vietnam who knew basically no English. So the school put them into the ESL program. Those kids ended up learning Spanish rather than English because of that stupid program and because they hung out with the other ESL students.
My dad would constantly complain about this very thing. Alot of the problem kids and undisciplined kids had no male guidance or participation even with their fathers still in the house. Only he and one or two other black fathers would even show up. I saw my white friends and peers dad's at a large chunk of things including sports practice
My school wasn't ghetto but a good example would be our sports. Our football team was consistently good because our coach kept a tight leash. Basketball was the opposite but the same talent playing on both teams. At one point we had a good basketball coach but he left and we kept getting flakes. One of those coaches quit or was fired mid season and the football coach took over. We beat the number 1 team in the state by a decent margin. All that to say that discipline is extremely important

Many of the most expensive public school districts in this nation have some of the absolutely worst student outcomes. How much money is spent on each student has zero to do if that student learned anything.
At this point, school districts headed by minorities see school systems as nothing but a job program for adults, with patronage jobs getting handed out by school board members to their supporters.
They do not care if any of those kids graduating high school can read, not their problem, they got a job making six figures doing nothing.
Which is one if the reasons why the left despises home schooling and private education,.
Break the teacher's union by starving the government schools of both students and tax money and the left loses tens of millions from them each election cycle.
Just remember to also attack the standards-setting institutions like the College Board, International Baccalaureate, and the various Departments of Education. If you don't hit those as well, people will be put in a position to indoctrinate their own children.

Start from the top down because a female school board, followed by a cabal of female principals is usually the start
