It only ever meant some right that is important to the speaker. There are no rights that are any more natural than others. Alone in nature you have all rights. The government can only take them away from you, and they will. There is not a right they will hesitate to take away.
Some European countries have maternity/paternity leave. In some but rare cases it ends up with the mother not working and the guy getting paternity leave that translates to up to 2 years of stay at home and get payed.
From what I know at least in my country you can pick who stays @ home with the baby to take care of the first months. I know men who've done this, and it's not an insignificantly small number.
I honestly think is insignificant outside of the scenario were the mother gets to stay as well, either she was a low paying job that she quits, extremely flexible hours or she was not working to begin with.
The baby in the first few month and up to a year at least, needs the mother. More so if you plan to breastfeed.
At this point human right has no meaning.

Agreed, imho you need both for the bonding experience for the baby and the parents also but sometimes that's not feasible.
