(2) Paragraph (1) shall not be construed as prohibiting the department from adopting, and subdivision (b) shall not be construed as requiring the department to adopt, regulations imposing an immunization schedule against HPV for admission or advancement of pupils to grades below the 8th grade level for purposes of this section.
HPV vaccination for girls is far more common than for boys, and because HPV is an STD, you only need to vaccinate girls for it to work more broadly. HPV causes cervical cancer in women, but it also causes genital warts in both men and women, so basically that's the benefit for men.
dekachin, look into HPV-related deaths in men with respect to throat cancer. Men die more frequently from throat cancer related to HPV infection than women do from cervical cancer related to HPV infection. This was true even before Gardasil was rolled out.

Yes, every vaccine posses a risk. You don't just think there are no side effects, do you? I know a woman who got the HPV vaccine as an adult and lost motor function in the left side of her body. She eventually gained it back but it was a struggle and she still feel the effects from it from time-to-time. She was 100% pro-vaccine never thought anything of it until she got the HPV vaccine and now she's super anti-vaccine because she experienced the risks first hand.

There's also some small benefit in reducing anal and penile cancer in males.
Those types of cancers are exceptionally rare though compared to cervical cancer in young-to-middle age women.
Those benefits are also a happy accident as it's not what the product was designed and tested for.
