In the op-ed linked to in this op-ed the first study cited says "medical masks were not effective, and cloth masks even less effective" and "respirators, [only] if worn continually during a shift, were effective".
This is called "strong evidence" that face masks work.
Meanwhile the actual study says that the masks people were actually wearing were even less than "not effective".
