I think it's one of those *wink* *wink* *nudge* *nudge* sort of things. America knows they are sending soldiers. China knows America is sending soldiers. But if China reacts to this provocation America will be all "shucks, they aren't there as soldiers; they are just doing training; don't even have weapons with them or nothin'.
We dont need troops there except to be used as a sacrifice to use as an excuse to go war. Its like vietnam where north viets had russian advisors, so our bombers cant bomb certain targets becuase killing the advisor would give russia excuse to go all in.
