I think it's one of those *wink* *wink* *nudge* *nudge* sort of things. America knows they are sending soldiers. China knows America is sending soldiers. But if China reacts to this provocation America will be all "shucks, they aren't there as soldiers; they are just doing training; don't even have weapons with them or nothin'.
So John Cornyn was correct when he was talking about US troops in Taiwan? Wasn't this always denied?
