It's one of the most vile things to watch states get prosecuted for defending their borders when the US government actively refuses. And in other case when the state's actively refuse to defend their borders when the US government tries.
That's the rub ... the government actively tries to "help" the states that refuse to police the border ... and when they're stonewalled ... they are able to say "See? We tried, but YOU wouldn't let us."
Nevermind that they don't really allow anyone else to do that job.
