Yep because think about it, the goal of any self identified community is to be self sufficient at a minimum and from there you can shift your focus to aquire more land, people, resources etc.
A lot of the initiatives that are 'meant to help' the black community are designed to not create a self sufficient family (welfare), look the other way with criminality (Soros DAs) and let them into high education without as much effort to deny them any sense of achievement but with all the debt (affirmative action)
