That's a problem that states have been dealing with for over a century, and it's been a more immediate problem since FDR, and actually Reagan (who actually got the court to support that federal funding elsewhere could be stripped from being non-compliant on other issues).

A lot of state governments aren't operating independently, and they need to re-learn how to do that.

Kind of hard to do that when your subjects find the tax rate you actually want to be unacceptable, and you've agreed to let the feds raise their rates and kick some back instead to dodge the blame because the feds are harder to fight.

A coalition of 20 Republican attorneys general brought a lawsuit last year against the federal government, noting that they stood to lose significant federal funding as the Biden directives were in conflict with their own state laws. Atchley agreed with that, writing in his order that the states "cannot continue regulating pursuant to their state laws while simultaneously complying with Defendants' guidance."

"If you don't pay for it, you're the product" applies to state governments as well. Don't just accept foreign funding and expect that you aren't loosing some sovereignty.

All governments are existential threats. This is because all governments are weapons, and should be governed in exactly the same way you handle a weapon.

Treat-Never-Keep-Keep

Judge Charles Atchley Jr. of the Eastern District of Tennessee ruled on Friday that the administration's directives would make it impossible for some states to enforce their own laws on transgender athletes' participation in girls' sports and access to bathrooms.

Was that not the point for the Biden administration?
