If he really cares about game preservation he'll have to look at relaxing copyright/IP law. I'm skeptical how successful that could be in corpo Japan. This is the country where Nintendo stopped the rental game industry from existing. Japan is basically "Regulatory Capture: The Country: The Game".
Going further I'd put in laws that require companies selling "games as a service" to have an end-of-life plan for when they take the servers down.
There's a two part answer to that. They need to make sure an IP stays with a company a lot better. Nintendo acts this way because other companies will try every angle to get Nintendo IP. It got so bad in the 90's, the president of Nintendo of America was also the company lawyer. Look up Howard Lincoln.
The second part is having the companies provide ways to fix and maintain the equipment legally after it has been abandoned. Arcade collectors often have to break laws to get the info needed to fix a machine. There needs to be allowable way to keep the patent and IP but be able to rebuild the innards of machines.

He DID make his works available online for free at one point in protest of copyright draconian measures.
So he does care in the right way about that matter. The real question isn't if he cares, it's if his role has any level of influence on that matter, and alas I'm not sure it does.

IIRC Akane from Ranma 1/2 was the first popular brutal tsundere, and I'm pretty sure earlier Rumiko works featured such characters waaay before Ken works.
