He @'ed an account owned by the Vancouver police, he is trying to incite a wrongful CP investigation so that they raid DFS to search his devices for child porn.
It meets the criteria for swatting, which is filing a false police report to/otherwise deceive the police into raiding an innocent person, and this tweet can be considered "filing a police report".

Swatting is when you get a SWAT team to break into a victim's house. That won't happen from this tweet. It's not swatting.
