Miss Information isn't going to control speech. She is just going to put out list of people that are sources of disinformation. Then, social media, banks and employers will ban those people for no reason at all, while plaintiffs will use it as evidence in libel suits.
I foresee a feedback circle of "truth injection". That's what they already do to a large degree. The DGB will use activist groups like ADL, SLPC, Media Matters, professional "fact-checkers", and the "intelligence community" as their source of information on what's true. Then the media, Wikipedia, books, articles, scientific papers, Big Tech, and even "the intelligence community" will cite the DGB as a reliable source for misinformation-related topics. Then activist groups will source those articles, papers, and prior actions of media/Big Tech as evidence to justify their latest arguments or activism. The DGB will include those well-established "truths" in their decision making process.
Nobody in any "position of authority" will see any problem with this. If there is any controversy with them getting facts wrong, and they are called in to question before a congressional clown show, they'll simply say "We used the most up-to-date information we had at the time." The science will evolve.
