That’s a total lie. Vaccination rate is so low in Ukraine that they had to pay people to get them vaccinated. He is saying that the “program will work by analog with payments for vaccination” and goes into further instructions.
The rate is actually the lowest in the entire Europe (1/5).
I've seen Russian choreographed propaganda videos of their soldiers (regulars not Chechens etc) still in the stupid surgical masks outdoors.
