I completely screwed up my life because of just this reason.
I haven’t found much advice that actually helps, except to just… Put yourself out there as much as you can, and be as confident about/with that as you can. Because practice is about the only thing I’ve found that perhaps actually… “Helps”, a little.
Also, don’t blame yourself (because, from experience, it just makes it worse), ignore some of the shitheads here, who can be quite cruel, and (this is probably the hardest bit), stay off social media as much as possible, friend. It’s a bad place, where no one knows how to behave properly, and, again from experience, it’ll probably just make you feel worse… 😕
Anyway, here if you ever need a chat. And I promise I won’t be condescending or dismissive like SOME people here, because trust me, I get it, and I can fully empathize…
Right around the time I make close friends, I end up moving away from them due to some major life event

This was true when I grew up and moved away to college, then when I moved away from college to work, and subsequent work-related moves.
Then I look over at most of my extended family and see that they haven't moved away from the original county our ancestors settled 250 years ago and can't help but wonder what my life would have been had I stayed put in my hometown.
To more directly respond to your question, I'm not sure what's worse: not forming social relationships or having a hammer taken to them at some interval.
Go interact with some zoomers if you want to feel better about your social skills.
