Nah, normal people are polite but their is a reason their society is like that. There no being let free from a crime in japan. Japan has damn near a 100% conviction rate, so if a foreigner decides to bring some 'cultural enrichment' he will probably spend his life in jail. Believe it or not, if people are actually punished for doing shit then they stop doing it. What a crazy concept.
Then there are the yakuza. Yakuza aren't as big and as open as they were in the past, but they are still there. Aggresive 'cultural enrichment' is a good way to make sure that the yakuza come back, especially if the police are ordered to turn a blind eye to it.
Who knows what Raab would've done. Johnson didn't use to be nearly this bad either. He even got Brexit done. He's been convinced to join the globalists after he was elected.
