Or maybe, just maybe, he never had DNA evidence to begin with, and this was just a cover for his own legal troubles.

How exactly does that logic work out? "Boy, I'm sure involved in a lot of illegal shit. I'd better stick my neck out by claiming to have evidence on someone that has repeatedly been shown as untouchable! That'll keep the authorities off of me!"

You're under investigation and you know you're going to be arrested, so you pull a stunt like this. Such an investigation isn't going to happen in 24 hours, so if they really decided to arrest him in the course of 24 hours - that will be great because there will be more proof of institutional corruption.

Possible, if he's crazy, but the FBI is the secret police of Congressional leaders so the coverup explanation is equally as plausible.
