Because Trump, while a good president, was not a politician. He was influenced way to much by the media. Everyone was calling him a radical orange Hitler.
He was like "'l'Il show them all, I'm a moderate. Let me put a gay guy in this position and a women in this position to prove them wrong."
It was only after midterms that he realized the game was stacked against him and it did not matter what he did they would paint it as evil, at that point he had little power to change anything.
Trump could have been great but he half-assed it, he did not have a good action plan, did not have enough allies and he crashed and burned. Still best president in a long time.

This. He's literally the best president of our lifetime, and even then he still didn't do enough.
