This is because as a competent person he has other opportunities so he can afford to be honest or even work against his benefactors if he sees they are acting unethically or just being retarded. Walking away is a perfectly viable option for him.

An incompetent political appointee promoted above her level of ability and paid more than she is worth will have absolute loyalty to the person or organization that hired her. She has no other options so she will cling to her position and never do anything to jeopardize it, including a perfect willingness to act acting unethically and immorally in the support of her benefactors agenda. These Alphabet agencies are now little more than propaganda pieces. Remember how the Allies in WW2 built entire airfields and planes out of balsawood in Britian in the lead up to D-Day?
