It is. It's called Brutalism,. and was part of the attempt to demoralize their population to prevent an overthrow of the Soviet regime.

Yes he did. And that comes as no surprise either, since Soviet Brutalism was made into the default style for government buildings within about six months after Obama took office.
As a side note, I've heard that Hitler ordered the design of towns to be beautiful, open, and with green spaces ....
He was a failed architect/art student before WW1.
It also harmonizes well with subpar industrial production. The party can provide beauty instead of concrete cancer.
