When you consider that the children are inhereting the family wealth in those homes and selling them anyway, then using that to put down money on an even more expensive house in a different neighborhood, they're still building wealth.
There really is very little in the way of white families losing wealth in the way of white flight. The housing value collapses after they leave, not really before.
Your larger complaint is about pushing low income housing and public housing development into suburbs, which is still going to generate the same results. There are far too many suburb's for HUD to building public housing to collapse (and they frankly wouldn't want to anyway because their employees live in those same suburbs).
Frankly, what HUD is doing is less about driving down housing prices and more about stimulating white flight from certain areas so that they can maintain voting blocks in different districts by forcibly relocating populations by manipulating public housing.
