My first thought would be is women being abducted and murdered in the UK actually even close to commonplace? On the US side of things, I could make more arguments in favor of systemic racism than I could that women go out and the boogeyman is going to them.
It's not uncommon at all to see women and kids out walking around on their own here where I live (barely red metro) about any time except between like 11pm and 5am anywhere but the sketchiest of areas. Yet I never hear of abduction and murder. The murder is usually black-on-black crime. Not even the Mexicans (of which there are a ton of around here) kill each other like the blacks.

They don't mean it seriously. It's a provocation.
It never will because then they would have to deal with the real truth that they are staring an enemy in the eye and choosing to do nothing about it.
Its easier to say "its a non-issue" than admit you are lazy and cowardly.
It is an issue. Provocations need a response. Boundaries need to be set and signalled.
