It's as if they want to force people to resort to violence to defend themselves and their property.
You hit the nail on the head. They want a violent response so they can in turn enact more Draconian measures to counter it. The question is, when, not if but when, the violence starts, will they be able to mount an effective response to it?
Also recognize that they want small scale responses from a few embolden actors, not a genuine movement. The former is easy to quell, the latter means their destruction.

I'm not sure whether they don't know, or don't care, that people being made to pay a cost will eventually just decide to reap the benefits.

Most "right-wing" politicians are more concerned about being able to attend all the nice parties in the capital than they are concerned about following principle.
For the left, violence is speech. For the right, speech is violence.
Maybe that's what they're doing wrong? There's many, MANY groups with huge bodycounts, "Antifa" included, that are all clear. They cause immense economic, personal, and emotional harm to millions with their murderous psychopathic riots, and they get accolades and parades for it. Maybe Canada respects Antifa's vicious strength, like a rabid beaver or feral moose.
EDIT: This is not an endorsement of any group, be it Proud Boys or Antifa, just a questioning observation as to Canada's selection critera.
The more this happens, the shorter timespan till we see reactionary violence. I wouldn't be surprised if men, giving up on the world, go on legitimate terrorist sprees, bombs and everything.

I'm still not convinced the Proud Boys aren't just a fucking meme. Declaring them a terrorist group means you think they're dangerous. Label someone as a "bad person". It's okay to hate them, they're a bad person! "Bad person" retaliates. Oh look how the bad person acts, they're clearly bad!
