Agreed. Except I live in Seattle and can imagine this happening. The OP's evidence lacks context - why would someone remove this from a utility pole, take it home, photograph it, and then post on reddit. It's smelly.
Still this is Seattle and I venture into the belly of the beast from time to time. Not comfortable.
As a way to show people how to stash small weapons around, without garnering suspicion upon yourself that you're teaching people how to stash weapons around.
The point isn't to stash weapons. The point is to injure those who try to remove the sticker. Luckily whoever did this is a retard, in more ways than one.

Razorblades are a pretty old far-left tactic to punish those who would dare take down their stickers.
Coming from someone who takes these down whenever I run into them (edit: lefty stickers in general, never ran into razorblades though): don't bother with fingernails. Takes forever and the stickers often tear. Use a thin piece of metal, like a broken putty knife. Coins and keys work too in a pinch to get one side of the sticker started.
