We have a national passport in Germany and you don't randomly get checked by police. In fact you don't even have to have your passport on you. You just have to have one, e.g. at home.
Passports certainly have downsides but given the clusterfuck that is the US voting system they pale in comparison to compromising the whole country IMHO.

If you're in a traffic stop you'll generally have a driving license, and by law I think you have seven days to produce that.
If you're not driving there is no requirement for a British citizen to carry around ID with them. There didn't used to be, anyway.
There is a difference between a voter registery tied to a registered postbox which is shared between states and a Passport.
