Shooter wore a badge and uniform and, for some reason, let the photographer leave after witnessing him take several candid photos that could later be used by someone who analyzes terrorism for a living to identify him. It's almost like the shooter wasn't there to shoot anyone except some other more hostile person.
To be fair, who does and doesn't get slotted can appear arbitrary with attacks like this. The badge tho... is this that irresponsible use of one's platform I've heard about? The kind of thing that is used to justify censorship.
