CA doesn't have enough water to support domestic farming on their own.
They'd fail almost instantly.
I think there's already tech that converts salt water to clean water though I don't know how efficient that is.
Where is the energy to support such a massive scale project coming from?
Already, right now, California has been having trouble keeping up with energy production with all the absurd restrictions they have.
I think modern tech could solve that. Recently I saw a type of wave generator to generate electricity by the ocean waves.
At what cost? Solar and wind continuously prove to be unreliable energy sources that require high turnaround. Wave energy is going to be the same basket, unreliable energy is ineffective energy.
