A easy emergency action would be to ban private jets and inefficient air travel. Just ban anything that uses more than x carbon per passenger per mile. The FAA is under admin control. I guess that would piss off the wrong people.
In my experience when they don't want to hire experienced knowledgeable engineers because they will push back and tell them why their ideas are unsafe or stupid. Younger engineers will happily follow along when it's someone else's decision.

If I randomly refused to sit down on a flight and yell at the crew, I'm fairly sure the police would remove me from the flight, I would be charged with something and barred from flying again. The flight would then take off without me.
