Washington has no electronic voting, it's all paper ballots.
This is what I see when I enter my information in the VoteWA.gov site indicated in my WA Voters' Pamphlet and click "Online Ballot":
To print a ballot packet, only click "Continue" if you did not receive your ballot by mail or your ballot is lost or damaged. Continue only if you intend to vote this ballot.
Print both 1) Replacement Ballot and 2) Ballot Return Packet.
To view what's on your ballot, select the voters' guide in the navigation menu.

No, the online ballot should only be used if you want to print, vote and return it. Click on Voters' Guide in the left navigation to see what will be on your ballot and to learn more about the candidates and measures.

Yes, the online ballot is a great replacement ballot option. When printing make sure to print both the 1) replacement ballot and 2) the ballot packet. Follow the ballot packet instructions and make sure you return your ballot on time – the earlier the better!

So the system will let you print a replacement ballot, but it will also invalidate the one that was mailed to you.
Combine that with the "Signature Update Form" (which in my county requires the same name and DOB information and can be mailed in without providing any identification) used to update the signature used to "authenticate" signatures on the ballot envelope, and you have the ingredients to cause absolute fucking chaos in the election even if there's no explicit fraud.

If Oregon does the same thing Washington does, it allows you to print a replacement ballot using the online system which can then be mailed back or dropped off. Looking at the /pol/ thread someone posted above, this appears to be the case:

This is exactly what the WA online system does, and WA's system invalidates the original ballot that was mailed to you when you do this.
The only authentication (again, for WA; I don't know about OR) is the voter signs the ballot envelope, and the election office compares that to a copy of the voter's signature which they keep on file...which can be updated by mailing in a form with an updated signature without providing them any verification of identity that you are who you claim to be.
