Is the author surprised? White men have noticed that people like the author despise white men and would wish them all gone - even the article title betrays that belief.
Unsurprisingly, learning that a bunch of people moving ever-closer to the levers of power have a little Holodomor of their own planned for you does motivate you to look out for yourself.
If white men are so evil as they say then while not move to a non majority white paradise. I’m tired of these people.

Surplus implies quota, so I'm left wondering what's the 'correct' amount of this immutable characteristic?
You wonder how many of that most oppressive of groups, the white man, would make their way into the 10%, or if the entire class would be declared redundant...
How did I know it'd be you answering that particular rhetorical question? It also ignores the 'white' part in white men so significantly lower than that but we all know your focus. All immutable characteristic quotas are bad, no exceptions. It's why I specified the implied quota.
Suprlus implies too many in relative terms before your reduction to 10% in total. So we need that number first.
Still a global minority
It seems to me the true human surplus lives in Africa and Asia.
These people think that producing value for an economy depends on "The White Man" deciding physical law. These people think that producing value for an economy depends on "systems of power" deciding whether bridges stand or fall, how crops perform, how the weather works, how diseases work.
Green New Deal? Yeah - the world has had enough "Great Leap[s] Forward". But these people don't understand that. They only know authority. They can't fathom that there is a right way to live, or necessary ways to run a country.
Are they people? They might not have all the mental faculties that Definite-People have. Maybe we should call them "Pseudo People".
I am not going to read all that. But I could write 11 pages about how much I hate, spins wheel, Black women, and that would be pretty lame, too.
