They are probably doing this to prevent them from doing stupid stuff, like driving off in the general direction of a police officer. That would authorize them to shoot and no one is looking to become the next scapegoat.
It's just property. That car could have been used as a weapon, and we need common-sense regulation against weapons like cars, for example removing their tires, to ensure that they can't harm other people.

They won't be prosecuted, they can't be arrested. So the cops now come up with more creative punishments.
