Hot take: if you haven't put your life on the line in service of your country, you shouldn't even be allowed into the bureaucracy.
This sounds like a recipe for absolutely minimal bureaucracy, so yeah go for it.
In Republican Rome, people would start wars in order to win the glory that came from putting their lives on the line 'in service of their country'.
