I always liked the idea of "Work will set you free".
Prisoners should be used as slave labour to manually clean rivers and parks. The fundamental failure in these people is Pride; they think their own immediate needs outweight everyone around them. They need to be taught how to think in a civilised manner, and all civilization begins with slavery. None of them should be released without demonstrating that they can live around civilised humans; none of this time-based sentence garbage.
Violent criminals? Yeah, we don't need to try to "rehabilitate" them. If it's a one off thing that will never realistically happen again (ie murdering your daughter's rapist) then they should be released after an assessment indicating such. But petty thugs, even teens, don't change their spots.

I would say killing, not murdering, for your example in the last paragraph. A killing is something that can be justified, whereas murder cannot otherwise it wouldn't be murder. Frankly anyone who does your example there should be given some kind of commendation after the investigation clears them of wrongdoing.
Of course this assumes the authorities doing the investigating, since I still think there should be one to make sure there's no BS going on in all cases, are on the up and up.

Time does lower crime rates for most demographics. The older they get the less crime is likely... mostly.
So stashing a "teen" for 10 years could be the only way to "rehabilitate" them.
