In the UK/EU they don’t use “wife/husband” anymore in reports. Just “partner” because, yknow, gay marriage is just the same
So not gay, this article is just using non gendered gay terms.
They might just not have ever married, since she is mentioned there with a different surname. While it may be weird to use the term partner, it feels a lot more weird to call people in their 60s and 70s "boyfriend and girlfriend" since the boy- and girl- prefixes are terms commonly linked with younger aged individuals.
One of my uncles lives with a woman. They're married in all but name, because (IIRC) she'd lose benefits she gets as a veteran widow if she remarried.
It's not ideal, but that's what happens when the government goes sticking it's grubby fingers everywhere.

I agree that it's weird to call people in their 60s and 70s who aren't married "boyfriend and girlfriend". But that's because it's weird to be in your 60s and 70s, having lived together for more than forty years, and not be married. The answer isn't to use the term 'partner', the answer is to just get married, u/Cyberguy's uncle notwithstanding.
