One of my uncles lives with a woman. They're married in all but name, because (IIRC) she'd lose benefits she gets as a veteran widow if she remarried.
It's not ideal, but that's what happens when the government goes sticking it's grubby fingers everywhere.
They should go find a sympathetic priest/pastor and have him marry them off the books. That's what I would do in that situation.
