Pardon my American ignorance, but, people seem to be strictly sticking to the sidewalks. Why does this city seem to have a dedicated road for horses to walk down two-by-two in one direction? (Or similarly slow non-pedestrians)

I can't tell. Might just be a narrow one-way road. UK road design is retarded. If you're curious:

Not-fun fact: after this video, that police force paid to give the horses special training to become acclimatized to that kind of road defacement.

To be fair, the second thought I had watching this was that rioters could paint them as a barrier to impede mounted police.

If I were in a car or on a bike I'd be pretty pissed if I turned down a one way road and had to wait behind two horses walking at 3mph with a horse sized sidewalk next to it.

Even in the USA the horses are expected to stay on roads, not sidewalks. The area may be closed to cars?

May vary by state, in Texas, I see them on side walks, parking lots or crosswalks almost every time, and 100% of the mounted police.
