According to the UNs Universal Declaration of Human Rights, and FDR "Freedom from fear" is one of the four fundamental rights of everyone. Which means someone has to protect you from what you are scared of.
I believe the opposite paradigm is "Freedom to act" meaning everyone has an opportunity to try most things they want to do.
