You can’t even sell Steam Marketplace goods (i.e. the skins and lootboxes) for real money (while following the rules). Market transactions give you SteamBux^tm and third party transactions are a violation of the Steam terms of use.
The RMAH from D3 was kind of interesting, but quite different (not to mention quickly abandoned like you point out)
Making bank on Steam transactions is just a mechanism to either buy more useless skins or get free games. Although, let's be honest, most people likely spend more than they make.

I lucked out buying some M4 skin for $0.45 back when they first added skins. Sold it for $250 a decade later…
