if its supposed to expose fraud, its doing a terrible job. the closest thing it does is mention people with large families are on welfare, but as far as I understand the United States welfare system does allow large families to be on welfare (it shouldn't, but that's a different discussion).
the video doesn't name any names, it doesn't reveal any offices breaking rules, it doesn't unveil any pattern of false representation. the guy just says "fraud!", then annoys a bunch of people in a parking lot and films himself getting asked to leave.

What's the difference? I can tell you this much: all those yenta's are claiming to be single moms in order to get food stamps. NYS won't approve food stamps with two able-bodied adults in the home. This guy needs to study the criteria for qualification in New York and then match that to what's happening there. There's 1,000% FRAUD going on there!
