I do not understand how shipping companies are ok with this.
The lawsuits are expensive. The trucks are expensive. The cargo is expensive.
Even if the LLCs that "employ" the drivers are all fake and go out of business as soon as one of these accidents happen to prevent lawsuits, the trucks are still fucking expensive and the clients can't be happy that their shit ends up all over the freeway instead of on the recipient's cargo dock.

The bean counters likely did the math and it's somehow still cheaper to hire foreigners and eat the occasional lawsuit rather than to hire real people.
