Looks like they combined two round tables to a rocking chair.
Khadgar having one was utterly retarded because amongst other things being one of the most powerful mortal spellcasters in the game HE CAN TURN INTO A BIRD.
But did the bird have broken legs too?
Khadgar was in a wheelchair because he was recovering from an extreme use of magic. The problem is not that he should be able to use more magic to solve his problems, it's that he should be using less magic by just sitting in a regular wheelchair until he regains his strength.
If he can conjure a wheelchair, then he can conjure a power armour that gnomes and goblins use.
Well it was a conjured magical wheelchair.

To be fair, look at early wheelchairs.
The game also has mechanical ostriches and spider mounts, flying mechsuits, and motorcycles. The lore is there to make something interesting and not old timey wheelchairs.
Maybe the character is a pretentious hipster.
