Yeah if you only have them as an enemy and enough support you can do that. But there is a limit to what he can do without the senate and not ending up in prison after his 4 years are over. And currently there are lots of issues Iran, China, Russia and the EU aswell. Wouldnt be too wise starting a civil war when all these 4 entities despise the USA and Trump aswell and even support the tensions or a possible civil war.
