I suspect the admin was hoping for this to happen eventually. They want the left vs. ICE in the streets conflict. If they just wanted to maximize deportations, they'd clean the low hanging fruit in red states. Trump even already said he was letting illegals in agriculture and hotels stay so we can rule out "maximizing deportations" as his goal with ICE deployments.
I think the phrase for this was "creating problems so they can be the ones to solve it (or benefit from it)".
Reverse victim order. The left created this situation by flooding the country with illegal immigration. ICE isn't "creating chaos" by correctly enforcing our laws.
