These people are literally retarded. They're way too stupid to pull something like this off on their own. It's only possible because the system itself is utterly corrupt to its very core.
They're not stupid. People would literally be explaining to them what forms to submit and no-one wants to check them so intelligence is not required.
One of the best ways to counter this is "That's okay, a whistleblower provided copies for us. The actual cost you owe is (x30 amount embezzled)"
